Master in Maritime Law and Admiralty from Tulane University, USA (2023)
She is a member of the Ibero-American Institute of Maritime Law and the National Association of Maritime Law of the Dominican Republic
Francis is a lecturer in the country’s first Master’s in International Maritime Law and Trade, offered by the Institute of Higher Education in Diplomatic and Consular Training of the Ministry of Foreign Affairs
She has significant professional experience in Administrative Law and Regulatory Lobbying, as well as in matters related to National and International Maritime Law, Logistics, Free Trade Zones, and Foreign Investment. Additionally, Francis has published articles in the national press on maritime and logistics topics.
